There is a simple solution readily available to Governor Murphy. The New Jersey Air National Guard has a squadron of F-16C fighter jets with excellent air-to-air combat capability. The squadron is located at Atlantic City and the Governor is the ultimate decision maker unless the President nationalizes it.
I give up trying to add a picture of the F16c.

The F16c has a service ceiling of 12,000 meters and is equipped with the Vulcan 20 mm gatling gun capable of more than 1,000 rounds per minute. It also carries 17 air-to-air missiles. It has a maximum speed of slightly over Mach 2.0 at 12,000 meters and slightly over Mach 1.0 at sea level.
The Governor has an automatic right to connect to the Commander-in-Chief 24/7. This would be a courtesy call; New Jersey is a sovereign state with a right to self-defense. The battle would be short because drones don’t typically fight back.
The only problem would be the minimum stall speed while the jet was playing fish-in-the-barrel with the drones. I expect the neighboring states of Pennsylvania and New York would not object to anything New Jersey did to defend itself.
